John James McCook was born on February 2, 1843, in New Lisbon, Ohio, and spent his childhood in Steubenville, Ohio. From 1858-1860 he was a student at Jefferson College in Cannonsburg, Pennsylvania. During the Civil War, McCook served in the Union army, entering as a private and quickly rising to the rank of second lieutenant.
